The Region Harju is situated in the north of the European state Estonia. With a surface of 4.333 square kilometres and a population of 515,000 inhabitants the region is settled relatively close. Besides, the biggest part of the inhabitants is dispersing onto the towns. Reclusive the city Tallin which is at the same time the administrative centre of Harju and the capital of Estonia accommodates in about 400,000 inhabitants.
